Here is a recent auction finds and I have no idea what application it was used on. I believe it is a motor speed controller for a vintage engine, maybe a solid set industrial type motor used in a manufacturing plant or refinery. It is in good used condition, no brakes in the brass.
This is a TS19 test set from Harris, it's new in the box. Product functions include, according to the box: DataSafe - High impedance monitoring won't disrupt data traffic.
