Welp, not for sure what this guy is. Came from a estate of a Jeweler, and looks custom made. I Don't see any moving parts that I can tell with exception of the screw on top of the protruding rod.

For your consideration is a well-used Starrett 657 magnetic base. The mounting surfaces are in very good condition, the extension rod and micro-adjustment feature in in very good functional shape and the magnetic switching function works as it should. The face plate shows usage.
